Many federal contractors and their subcontractors are required to have a properly authorized classified information system (IS) in order to store and process classified government data associated with their contracts. What used to be a fairly straightforward process changed in 2016 with the transition to the Risk Management Framework (RMF) which requires a substantially increased amount of effort and documentation. Add to that the migration of the process to eMASS, and the shifting of the burden of CCI Test Results from DCSA to Industry, and getting an Authorization to Operate (ATO) for an SMB contractor is nearly cost-prohibitive.
Very few small or medium sized contractors have the internal resources with the knowledge or experience to deal with the RMF process or eMASS. Some companies try to learn the process and suffer rejection after rejection, with no help from DCSA.
